I have originally signed up because of the Manga Murder or the self proclaimed Kira from the famous anime "Death Note".
I believe many have self proclaimed themselves a L type figure, but really have no idea how the mind of L or Kira work. If you're going to get involved you must know what you are talking about, and be ready for sudden turns in order to bring your opponent out.
For my view, I believe both sides are wrong and right.
Kira understands that in order to live in a world of good, we must deal with those who make it bad and severely punish them. However, the Kira depicted in "Death Note", not only wanted to get rid of those who were evil, but become a god of the new world he was creating. Not to mention by killing these people only made him more like them. More thirsty to kill more. SO if you proclaim your-self Kira, be careful because in the end to rid the world of all this evil... would mean killing your-self after you've done away with everyone else.
For those self proclaimed L's be just as careful, for you walk the fine line as well as Kira. While stopping him from killing, you may also be sending a message that you are protecting those who have committed wrongs. You are also getting into something far bigger then your-self. And remember L was killed, so... do take care.
I think you now know my view. I support both sides, but at the same time I do not. Both stand for a type of justice, but at the same time they stand for a crime.

The book is known as the Death Note, I believe whatever human came in contact with the book would eventually be driven to kill more. It didn't happen to the Shigiami or however you spell it because the book had a big part of the life from the beginning of their lives. While for human it just came into their hands and with such power to control who lives and who dies then they are bound to get blood thirsty... but you may be right that the apperance of L did speed the purpose.
As for his purpose, he had two. One that was unselfish and the other selfish
The selfless one was to create a safer world for all. And the selfish one was to become a god.
