Sacrifices sometimes need to be made for the good of the community as a whole, but oftentimes the people that do the sacrificing don't always want to hear about it beforehand.
In this case, I'm hoping that the residents of Tokyo's Shirahige apartment complex aren't too miffed that their buildings were designed to shield an evacuation site from fire or other hazards. The buildings line up together to form a mile-long "wall" standing between an open park and a tightly packed urban area. Mechanical shutters can be triggered to block off the entire complex, and the ground-level balconies can be sealed off.
While I think it's a great example of private buildings acting to support city planning efforts, I don't think it'd go down so well in the marketing pitch:
"Your apartment is such a nice place, we're putting it right out in front if there's ever a great big fire!"
