As the global economic downturn continues, both public and private industries are finding new, innovative ways to cut costs and raise capital. One way is to make existing processes more efficient, like repurposing resources to do more with less. I'm thinking though, that whichever business or institution put up this sign, may have gone too far in the name of efficiency, using a single sign to promote two very different messages.
Above the silhouettes of two cows madly humping away (with tasteful heart censorship included), the text reads "Drink Milk! Hustle, hustle!" The text below the bovine lovers reads "We are concerned with the nation's declining birth rate." What gives? I've yet to hear a story about milk improving one's virility. Perhaps the milk strengthens the hip bones of Japan's graying population, making it easier for the elderly to..eh, bump hips. Any other theories?

Also, humping cows isn't a very good idea. If a baby came from such an evil act, I'm afraid a monstruosity would be born, not an average japanese brat.
