New legislation might censor lolis regardless of age photo

There's an old saying that some folks use when deciding what sorts of perverse images to post on 4chan's /h/ (hentai) board: "If it looks like a loli, it is a loli." That's pretty much a (very) loose rule of thumb to follow to avoid getting banned. After all, there are so many characters in anime and manga that are supposedly a billion years old, yet look like they have yet to leave middle school. A useful set of criteria, if you ask me.

Nevertheless, I wouldn't want it signed into law, which is what a proposed legislative amendment put before the Diet aims to do.

According to Canned Dogs' translation, the gist of the law goes as follows:

"Any character that regardless of actual age has an appearance of being under 18, and has a possibility of causing youths to lust for or possibility of bringing this fantasy to real life, will have to be censored"

Presumably this is aimed at 2-D art, but it's not clear whether it's aimed at adults-only content (which is already censored), or at all 2-D stuff. I'm thinking the former. But in a worst-case situation, the law might also be aimed at live-action material, like Australia's infamous ban on flat-chested ladies.

Of course, the usual objections must follow. Who decides what does and does not look like an 18-year-old? There really are adults IRL who look a little but like Hagumi up there in the header, after all. Further, "has a possibility of causing youths to lust for" is extremely vague. Youths will lust for anything.

Hopefully as you said this is aimed at just adult material. I can imagine something like this going into affect and it completely destroying certain anime both old and new.

For example imagine studios being forced to make a character like Konata a big boobed women just so she looks older?

Or perhaps a better example would be the most likely ban of Dance in the Vampire Bund.

Personally I think Japan is going a bit far with alot of the censorship things. Perhaps not as far as places like Australia but still far enough. And it all seems to be because of what other country's in the world think which really annoys me.
If what I hear from my younger brother about his school is anything to go by, he may as well never leave the house again.
There are a lot of under 18 girls that look older.....what about those? Japan is being influenced by outsiders too much lately.
I really don't want to get banned or whatever myself, I look older than my sister who's 4 years older than me (and 18+) Though that's probably has to do with the height difference. Anyway that law seems a little absurd, perceiving ages is all relative to me.

Really Japan? I had this whole post written out about how this would screw the North American anime market and that American legislators are retarded but it's from Japan? Hopefully this is the equivalent of Americans going after the sexualization of cheerleaders and goes nowhere. I mean, I find loli entirely repugnant but this could hurt legitimate anime by making something as innocuous as a 12 year-old girl doing a somersault and flashing her panties into child porn. And if it's choked off at the source then there won't even be fansubs to get around it.

It is the usual string of suppositions unconnected by any factual link proved by research. In other words it is nonsense.

It may even have an unexpected negative effect, like Japan's banning of pubic hair in porn during the period of the 1950s-1990s did.

That won't stop the powers that be from going ahead though.

In other news, Keira Knightly's character in the film 'Atonement' has been consored for the Japanese Release due to the actress having a chest like a 12 year old girl.

I kid, but seriously.. how the hell is that promoting a healthy self-image for girls exactly? Anime already projects a breast-centric viewpoint with more characters concerned about not measuring up to others that I can remember ever before being the case. Now we're going to tell them that small chests are not only undesirable, but also illegal in some circles?

Also, what about countries where 16 is the consent age? There is this gap between 16 and 18 where you can do most things but you're not an adult. Is it loli if they can be with people but not drink?

They decide laws without any psychological background knowledge. They just make up minds of young people. It's like saying 'The master thief is coming tonight too, because we send him a message that we have thousands of police officers here tonight. He seeks out the challenges!'

Don't decide the personality's of people that easily, to support your thought on this matter.

Also "...or possibility of bringing this fantasy to real life, will have to be censored." would have to be said about generally everything that has content in it, that are in the face of the law illegal. Movies and video games with people getting killed -> banned!, media with incest relationships -> banned! and so on.

I have nothing wrong with the censorship of the explicit content that arises, but if it starts to affect non-explicit stuff too, then that's just paranoia taken to the extreme, that doesn't solve the problem and instead affects a harmless minority.

I'm assuming this is in America, of course.

the point of this topic has nothing to do with porn, ANY ANIME that has an 18 year old girl with a flat chest will instantly be censored or banned... boys in general under 18 or over 18 will lust after ANYTHING, girls are usually more interested in just the characters being cute, or the story (sometimes). If they ban this then they will wind up banning every other anime that doesn't have girls with huge boobs... which will be annoying, no more children in anime, or girls in general in anime.
Wait a minute – presumably they are only talking about censoring ‘child-like’ characters portrayed in a directly sexual way? That’s dangerous enough of course since it means messing with artistic styles, which means almost nothing in non-photographic art (‘Love Is’, anyone?), and legislating taste (even more dangerous). I find it hard to believe that they would commit suicide by banning ANY childlike character in any context. That would be beyond stupid, even for politicians! It would destroy entire industries, wreck art in general - and i genuinly believe that no-one would stand for it. I think we need some more info here. Does anyone have any more links?
