Kefka is pretty badass but cannot defeat the combination of the Ahab beard and white gloves. Kefka is also at a disadvantage since he doesn't have Kōzō Fuyutsuki watching his back or his dead wife's soul trapped in a giant purple robot.

I think Gendo is arguably more of a general antagonist than a "villian" (the real conflict, after all, is Shinji vs. Shinji. EMO. ;D), so my vote goes to Kefka.

But seriously. Gendo would win. Why? Because unlike Kefka, at the end of the game/show, Gendo actually WAS able to start third impact whereas Kefka lost.

Plus you can't beat Gendo's natural pimp nature. And giant robots. Nothing can beat giant robots. There hasn't been a case yet of a giant robot losing in a full fight to the end against anything other than a giant robot (as in, not just one battle but the whole story/war/etc.). And seeing as Kefka doesn't have a mech, he's at a huge disadvantage.

PLUS, even though Kefka can go nuts, remember that Eva unit 01 can also go berserk. And in that fight, I'd gamble on the 172ft tall humanoid berserker thing rather than the little bit larger than us berserker.
