Yesterday the Tokyo General Affairs Committee voted down the infamous "Nonexistent Youth" bill, which would have prohibited the sale of "sexualized depictions of nonexistent youth" within the Greater Tokyo area.The bill's vague and frankly dangerous language posed it as a potential obstruction to any form of 2-D character, so long as someone, somewhere, thinks that the character looks like a sexualized youth.
Committee members from the ruling Democratic Party of Japan. the Japanese Communist Party, and the Tokyo Seikatsusha Network made up the bulk of nay-voters, which was supported by the Liberal Democratic Party and its allies in the New Koumeito Party.
In fact, the New Koumeito had attempted to introduce a second version of the bill to clarify the original's language, opting to use "Depicted Youth" rather than "Nonexistent Youth", but that version was voted down as well.
Given that the bill was so unpopular as to lead even fictional characters to vocally express their outrage, this is hardly a surprise.
